Welcome to the WaterGIS page, hosted by the San Diego IRWM Program. Here, you'll find maps and data specific to the San Diego IRWM Region. Data will periodically be updated to reflect gains in knowledge or changes in the Region.

For a list of databases that may contain other types of data relevant to the IRWM Program, or for data that extends beyond the bounds of the San Diego IRWM Region, please see Chapter 10, Data and Technical Analysis, of the 2013 IRWM Plan, available here. While the San Diego IRWM program believes that the data provided here is accurate at the time of upload, it remains the responsibility of the reporting party to ensure accuracy. The San Diego IRWM Program shall not be held liable for any inaccuracies in the data and/or for any nature arising out of or resulting from the lack of accuracy or correctness of the data or the use of the data. The data provided here are provided "As Is", "As Available" and "With all Faults." The San Diego IRWM Program shall not become liable to users of these data, or any other party, for any loss or damages, consequential or otherwise, arising from the use, operation or modification of the data. Some data is provided by organizations other than the San Diego IRWM Program. For those data, the San Diego IRWM Program disclaims all responsibility, and users will be bound by the disclaimers, warranties, and terms of use of the individual data sets, where provided.

To download data from WaterGIS, please use the links provided in the table below. For data not owned by the San Diego IRWM Program, directions and links are provided to source locations where the data can be downloaded. Data layers not owned by the San Diego IRWM Program may need to be clipped to the IRWM Region, which may be accomplished through use of the IRWM Region boundary layer. Layers that extend beyond the IRWM Region boundaries are indicated by an asterisk (*).

GIS Data End User Use Agreement & Disclaimer for Data Released to the Public READ THESE TERMS CAREFULLY BEFORE USING THIS DIGITAL DATA!

Use of the data specifically acknowledges the end user's acceptance of the below terms of use and disclaimer.

A. Definitions

The following words, phrases, or terms shall have the following meaning:

  1. "End User" means, without limitation, any natural person, firm, corporation, partnership, business entity of any kind, or local, state, or federal public entity in possession of the data.
  2. "The data" or "data" mean the contents of a package of GIS information specifically designed for released to the public

B. General Disclaimer

The data provided are collected from various sources and will change over time without notice. In using the data, users should be aware that some of these data are generalized and were created for use in regional projects. While SanGIS/SANDAG believes the data is accurate and properly functioning, SanGIS/SANDAG disclaims any responsibility for the accuracy or correctness of the data. The data is provided on an "AS IS", "AS AVAILABLE" and "WITH ALL FAULTS" basis. SanGIS/SANDAG makes no warranties, express or implied, including but not limited to any warranties of merchantability or fitness for a particular purpose, nor shall the distribution of this information constitute any warranty.

In no event shall SanGIS/SANDAG become liable to users of these data, or any other party, for any loss or damages, consequential or otherwise, including but not limited to time, money, or goodwill, arising from the use, operation or modification of the data. In using these data, you further agree to indemnify, defend, and hold harmless and release SanGIS/SANDAG for any and all liability of any nature arising out of or resulting from the lack of accuracy or correctness of the data, or the use of the data.

In making this release the user of the data intends to release SanGIS/SANDAG and its agents from any liability of any nature whatsoever for any claim or injury or for damages or equitable or declaratory relief of any kind, whether the claim or any facts on such claim might be based, is known or unknown to the party possessing the claim. The user of the data expressly waives all rights under Section 1542 of the Civil Code of the State of California, which provides:

A general release does not extend to claims which the creditor does not know or suspect to exist in his or her favor at the time of executing the release, which if known by him or her must have materially affected his or her settlement with the debtor.

To facilitate that appropriate documentation and data use limitations are communicated, SanGIS/SANDAG discourages, but does not prohibit, the re-distribution of this data. Although not required by law, it is considered a best practice to properly acknowledge SanGIS/SANDAG as a reference source when SanGIS/SANDAG data are used in the preparation of reports, papers, publications, maps, and other products (as defined in the scope of use in Sections D and E).

C. Specific Disclaimer Against Certain Types of Activities

Without limiting the scope of the above section B. General Disclaimer, the following specific disclaimers are set forth as follows:

The data is not fault-tolerant and are not designed, manufactured, or intended for use or resale for use for insurance underwriting, insurance settlements, or insurance adjustment payments nor is it to be used with critical health and safety or online control equipment in hazardous environments that require fail-safe performance, such as in the operation of nuclear facilities, aircraft navigation or communication systems, air traffic control, search and rescue, emergency response, terrorism prevention or response, fire fighting, life support, or weapons systems ("High Risk Activities"). SanGIS/SANDAG SPECIFICALLY DISCLAIMS ANY EXPRESS OR IMPLIED WARRANTY OF FITNESS FOR HIGH RISK ACTIVITIES.

The end user agrees to indemnify, defend, and hold SanGIS/SANDAG, its officers, directors, employees, agents, subcontractors, licensors, successors, and assigns harmless from and against any and all liability, losses, claims, expenses (including attorneys' fees), demands, or damages of any kind, including direct, indirect, special, punitive, incidental, or consequential damages, arising out of or in any way connected with end user or permitting the use by others of Deliverables for High Risk Activities. Delivery of Deliverables does not constitute a waiver of the rights and obligations set forth in this disclaimer.

D. Additional Limitations On Use of the Data

End users should be aware that the data does not meet National Map Accuracy Standards at scales finer than 1:24,000. Any attempt to represent the data at finer scales will introduce positional error. SanGIS/SANDAG shall not be attributed as the source of the data when representing the data at scales below 1:24,000 absolute scale. An exemption to the attribution prohibition is provided to the end user if the GIS data released to them from SanGIS/SANDAG is specifically identified as capable of performing at absolute scales below 1:24,000. UNDER NO CIRCUMSTANCES SHALL THE END USER MODIFY OR ALTER THE SanGIS/SANDAG SOURCE DATA IN ANY WAY AND REDISTRIBUTE IT AS AN ORIGINAL SanGIS/SANDAG PRODUCT. IF THE SanGIS/SANDAG SOURCE DATA IS ALTERED SanGIS/SANDAG MAY BE CITED AS A REFERNCE BUT SHALL NOT BE IDENTIFED AS THE SOLE DATA SOURCE. Suitable map citation language may include phases such as, "GIS data derived, modified, reduced, and/or processed from SanGIS/SANDAG downloadable data - www.sangis.org Copyright SanGIS 2009"

E. Conventions on the Citation of SanGIS/SANDAG Data

End users are encouraged to cite SanGIS/SANDAG with the following Modern Language Association (MLA) 2008 accepted citation format for websites and website content when it is included in reports, papers, publications, and presentations:
